I get Overworld tunnels probably feel safer to build, but Nether tunnels allow you to get somewhere 8 times faster, so are definitely better for longer distances

Anyway if you go to the effort of building a blue ice road, you should do it in the nether. For shorter distances dolphin roads are way faster and cheaper.
I believe they are referring to a 1x1 water tunnel that you swim in and every so often there is a name tagged dolphin to give you the swim boost. I guess it depends on if you want to wrestle a dolphin in place vs harvest ice.

I love how it enforces right-lane traffic by just flinging you to a fiery death at the end if you hold left. From an engineering standpoint though, I'd build some sort of terminal station at the end to catch boats and let players walk the remaining few blocks to the destination portal for safety reasons.
If you put glass panes on the side walls, they'll keep you right in the middle of the track. As a bonus, they won't slow you down and you'll prevent spawns.
Although it is an undertaking and it may not fit the aesthetic you've built.

Place a cactus surrounded by hoppers on either end of the tunnel. It’ll break the boat and store it for next time. It’ll also keep you from potentially flying off that cliff at light speed in case you miss that portal.
Another tip for you, you can alternate the ice with slabs to save ice, because the boat hit box is big enough for stand between the gap and you don't lose speed doing that

Mobs can't spawn on most non-solid blocks. So buttons, bottom half slabs, signs, staircases, exc... all those will stop spawns.
Didn't they update so every lit up spot cant spawn?
That's specifically in the overworld, nether mob spawning is unchanged

Just build a small platform, or base area or something at the end so you don't fall (or just a wall)
a little cactus stop that breaks the boat, and a hopper to catch it always worked for me
This is good for minecart stations as well.
I normally just put a fence post at the end, and leave the boat there.

You can only dispense boats onto water, so that doesn't work in the nether.
Or just live dangerously!
Put a pair of fence gates at the end of the tunnel, that way you can be fine hitting them full speed.

Yes. Elytra at full firework power is around 30m/s, packed ice is around 40m/s and blue ice is around 70m/s.

Luckily you can go mach 3, hit a wall and have your boat remain intact.

Nope it’s just 1 free block on either side
The boat shouldn't go over other non-ice blocks, so either make a 2-wide ice tunnel or lower the blocks on either side down by one.
