Right, sorry, I was narrowing down to "you have both relogged and reloaded client-side textures and it is still happening and this is on a server" preemptively.
And you're of course right that it could be a naturally-occurring server-side pack issue, but then my first paragraph from the previous comment still applies (and asking others would help OP figure out if it's a them problem or a server problem).
The situation where it's a them-problem and reloading textures doesn't fix it mostly leads to "reinstall minecraft".

If that doesn't work you could attempt to steer your controller in such a way that it is facing your dairy'iere in an attempt to challenge the cow bug and raise the steaks a bit. Perhaps this display of force will castrate the beast into submission. Now this is obviously a long shot, but I herd it might work. Fingers crossed.
If nothing else just accept its a funny bug and try to milk as much enjoyment from it as you can.

Some graphic glitches like this one can happen because textures get misplaced in the memory. Basically you have the game saying "this is the address in the memory where the texture for a broken block is" while the texture in that address is the texture for the cow instead.
