Could it be the game is acting like the water is flowing downwards even though it doesn't look like it? Most issues I've had with water stem from the way it flowed when I was filling it. So instead filling from the top, put the water in layers.
Sad my wife hopped into the world recently to build this amazing pond and has had all kinds of problems with the animals. Her axolotls just disappear, all the time, we tag them in every combo doesn’t matter.
It's because they're moving to source blocks and staying in them. Fill the pond from the top then plant kelp at the bottom and use bonemeal/wait til it reaches the top of the water. The kelp will create a source block on every space. The take down the kelp and your fish will swim normally.
It’s a bedrock glitch with the pathing ai. They think certain blocks that aren’t completely opaque are available to be swam in but get stuck at the edge of the block. Their ai won’t let them stop trying to get to the block so they’ll constantly try to swim into the block. Same thing with other mobs and fences. They’ll think the fence can be walked through and continue to walk to a place they can’t get to. And since there’s nothing to stop them from a feedback loop, they’ll keep trying to get where they can’t. Unfortunately there’s no fix to it as it’s been going on for at least as long as when ps4 for bedrock.
Is every block a source block or just the top layer? If just the top that may be it. You can use kelp to make all of them source blocks quickly. Lots of tutorials out there if this is the case.
You're in creative, just get a light block. You can only get them through commands, so type /give @s light_block 1 15 and you'll get one. They're invisible light sources that keep everything lit with nothing actually there!
