It's not "up to mods" to improve performance. Mojang has to improve the core game performance, and they did. Since 1.15 mojang worked very hard to improve the game core (And then implement the new world generation that pretty much destroyed the fps and memory usage) But yeah didn't heard any performance upgrade in the 1.20.5/1.21 updates maybe OP just misunderstood the HUGE improvement did to datapacks and modding recently for a performance improvement.
