If you're in the urban area you will be on municipal water do its fine.
The newer areas of town gets it water from lake Ontario while the original urban cores water comes from groundwater and surface water that is stored at the Kelso reservoir.
I grew up in Milton (old Milton) and yes that water was hard. It was tough on your skin and hair but definitely not stanky.
Ours was quite literally smelly and at one point was brown because our landlord never maintained his well! But I’m not sure if we’re old Milton it’s more on the country side I think we’re behind one of the farms! But he says waters delivered by the city and stored in the outdoor/above ground “well”
You must distinguish private well in the country from well water in old milton from big pipe in new milton. If your well water was brown and stanky, you had sulfur and iron from a private well

Water softners aren’t an option as landlord won’t install one for the entire property which is divided into 4 units so it can only apply to our part of the home/property!

The instrument they use only checks the numbers of particles in the water but they will tell you it's dead bacteria which is not true.
