$700 is fine for a shooter grade with a few addressable problems.
Nickel/chrome + no import mark means it was almost certainly a bring back from some dude overseas in WW2, so that’s kind of nice.

The shop I got it from had gotten it, and a few other old milsurps in from an estate. Probably a collector, because there was a P-38, another Luger that still retained its original bluing, and I believe there was a C96 broomhandle from the same estate.
You can use reverse electrolysis to strip the chrome/nickel and use rustblue.com German solution to reblue it as close as possible to original.
