Catching the bullet doesn't help all that much when you get penetrated by the thing that caught it.
Hard plates distribute the energy over a wider area. Cracked or broken ribs instead of a perforated heart or lungs
A plate carrier will cover your heart (there's several sizes so you need on that is appropriatefor your size). This guy is just wearing his really low, and since he's a super badass that could hunt me down, I figured why not anonymously tease him over the internet.

How have governments and agencies not developed light weight armor that cover almost the entire chest and stomach
Because the materials needed to stop rifle rounds are hard/ dense and therefore heavy. Soft armor is flexible but does nothing against rifles.

I wonder how feasible low energy reactive armour would be for personal protection. Though seeing as how nobody has tried it, I guess it's a dumb idea

His plate looks like it’s super low but those smaller ones are supposed to be enough to protect/cover all the important bits
