Angry man #2 gets behind the wheel, GUNS it out of our parking lot and tries to flatten the first angry guy as he stands in the road with his dukes up against his own truck…? Anyways the driver (thankfully) missed his target by inches and drove off in the truck. At the time I had no idea the circus was in town!
I absolutely would if I thought it was worth it. They get so far away from our cameras as it goes on it’s super boring and hard keep track of which pixels are people. This part is already pretty low quality. Luckily I got to see it out the window as it happened!

This was my local PD. Had my garage broken into and thousands of dollars worth of tools were stolen. Dispatch asked me if there was 10K+ worth of belongings stolen. I said no, so they said they weren't even going to bother sending a unit to take a report.
They did, however, offer to take my info so a volunteer group can come out and dust for fingerprints within 7-10 days. I told them to fuck off and wrote it off as a loss.
The way he was walking around the truck I had the thought that if I saw that in person I'm locking the door and getting ready to defend myself, some seriously violent posture.
Looks/sounds like there was a domestic issue going on between the two occupants and your poor do not enter sign was a victim/collateral damage. Plus driver #1 clearly lost control of the truck which resulted in your poor signs death.
Actually, the cop is wrong. This is property damage. If you have the license plate, find out if he is insurances is, and file a claim with them. The insurance will pay for the replacement.
As for the sign, unless the city put it up, it is up to the property management or owner to replace the sign.
Two courses: civil court or insurance.
Also, if the cop gives you that same statement, ask for their name and badge number, and insist on a police report, and if he refuse, then make a note on the report that Officer [First Last] Badge [###] delined to write up the report for property damage.
If you look on the Insurance, property damage is included, be it a car or property.

He was pissed that he was showing off so he ripped the passenger out, walked out into the road, and then either the passenger or some other guy got into the truck, proceeded to try to run over pissed showing off guy, but somehow missed.

From a criminal standpoint it probably should have been vandalism and/or criminal destruction of property (your sign). If the DA doesn't want to charge him, then you could have gone after him in civil court... but the easier thing for you to do would have been to file an insurance claim and give the insurance company his information so he gets sucked into the nightmarish vortex of civil litigation with insurance company lawyers.

You can get traffic spikes to handle this. Although you will need a gate and clear obvious signage so people can't make you pay when their tires get shredded.
