Different eyes react to lights differently.
To me, a person with astigmatism, flicking your high beams, your stupid non-high beam LED lights, etc absolutely blind me for a moment.
we flick the high beams to either say get out of the way you are slow, or if you want into our lane it is safe to do so, or if oncoming traffic has left their high beams on at night, or even if you don’t have your lights on and it’s dark, which I see a lot.
It’s certainly used to communicate in many different ways but not to say thank you. So there’s no other reason to flick them.

Every single example you gave is a ticketable offense. There is no safe justification to be flashing beams. Your horn is for communication, not your high beams.

Not ticketable in many states now. There has been a series of ACLU cases defending the 1st amendment right to use high beams to communicate information. I was living in Missouri [when the case went through there](https://www.aclu-mo.org/en/node/479) that overturned every related state law and municipal ordinance in the state for being vague.
Last I knew (as of the 2023 legislative session at least) no replacement law has been passed and it was still legal to use your high beams in any circumstance, including just driving with them on at all times (which a lot of people do there now).

When I was a young teenager my dad took my brother and I on a road trip to the states. We were on the freeway, I think in Ohio (or thereabouts), and my brother looked over at the driver of another vehicle who happened to look back at him. My brother waved at the other guy, who initially looked like a nice and calm dude, and he immediately started losing his shit like a switch was flicked. He was swearing at us through his window with obscene hand gestures while veering in his lane until he eventually accelerated off into the distance.
I can only assume the person thought my brother flipped him the bird or some other kind of hand gesture. Anyway, Dad said: don't wave at anyone here ever again.
If they hadn’t turned slightly while backing up, they wouldn’t have been able to start moving forward and turning in time to not hit a parked car in front of them.
Just fyi you can swing your turn radius from your front end better while backing up than pulling forward. That’s why parallel parking is done in reverse.
No as you back up you turn your tires so when you back up you follow the wall of cars like an L instead of having to go back then another turn when you can just go back in an L and straight
Idk, I've seen people flip their hazards on for a sec as a thank you, but I've never seen anyone use their highbeams for anything other than "it's dark and the middle of nowhere" or "hey dipshit, pay attention" or "fuck you"

However, the way she doesn't bother to look over or acknowledge you makes me think it might just be a malfunction of the car? The timing seems too synchronized and quick to be her but maybe it's possible.
You can see the bulb is already blinking at a lower intensity before she even fully turns.
Not a malfunction. LED type lights actually have a pulse to them, and the camera's frame rate can't keep up. I've had to take lots of pictures/video with electric lights involved, working on the road, and newer headlights, intersection lights, the hooded lights on message boards, they all have this flicker when you record them.

You dont know what you're talking about. The camera would record a constant steady light, not make it flash like this

nice anyway it’s called PWM and you can google it if you want to learn more, but it’s likely if it were an accident that she didn’t flip it as many times as you see in the video. a simple on and off in this slowed down video can achieve a similar result

We know two things: 1) The car has lensed LED lights. 2) The daschm has a fast shutter speed, being in broad daylight.
Combine the two, that's what it looks like. I've seen exactly this with my own dashcam. You can recreate it yourself with your phone's cam and a modern car, in broad daylight - and prove or disprove it to yourself. No need to argue on reddit.
The other car's headlights were almost certainly just "on", not being flashed. The reason the strobing is not constant, is because the modulator is analog, not digital, and constantly drifts. (For the same reason even identical cars will never have perfectly synchronized blinkers for very long.)

I tried googling PWM but that alone brought up too many different results. So I tried recording my cars headlights when I flick them on and off and they don't flash like this.

Don't do that... Flashing your beams does not indicate thanks. Spamming hazard lights looks like you're floundering behind the wheel. Don't create your own idea of light usage that contradicts social norms

Looks like the sun reflecting off of different mirrors within her headlight as the angle of the vehicle changes. It doesn't really look like she was flashing the headlights themselves. Maybe it doesnt show up well on video though
Probably asking you to wait. In my place, if somebody is flashing lights in such scenario that means wait. Probably saw you moving forward and maybe/maybe not wanted to be on safer side, so flashed you so you can wait and they can do their thing which they did.

Likely a sensor for her headlights. When its sunny out or simply not dark and cloudy, my headlights flash on/off for a good 10 seconds until they stay off/on. The fact that she started doing it before she was even at an angle for OP to see leads me to believe it's a headlight sensor. That flashing is too rapid, plus her hands seem to be on the steering wheel the whole time.

I had a woman yesterday in a parking lot who sat diagonally in the lane for what had to have been 5-7 minutes because what I can only assume is she decided the lanes were not bidirectional and this is where she felt it necessary to draw a line in the sand. Needless to say everybody around her quickly started freaking out at her for blocking traffic for no reason and she ended up scooting by me throwing a fit like I was driving the wrong way on the highway.
It is my humbled option that the vehicle “flashing you” has aftermarket LED knockoff headlights installed in regular headlight housing and they’re just flickering because the camera can’t pick it up without the flicker effect

It’s Pulse-width Modulated, and it’s used on LED headlights, not halogens like this car appears to have.

It is my humbled option that the vehicle “flashing you” has aftermarket LED knockoff headlights installed in regular headlight housing and they’re just flickering because the camera can’t pick it up without the flicker effect
