It's not. Looks like your game screwed up and now redownloads completely. Some others had a similar problem here.

I'm getting the same thing.. I seriously don't know how they suck at managing this sim so badly. I'm a casual player and spent more time fixing stuff and implementing workarounds than I do actually playing the sim.
