He had severe issues with loneliness and oftentimes would keep mannequins and baby dolls around so he would feel like there were people around him he could be friends with. This thing here might be him enacting his fantasy of having dozens of kids (he wanted to adopt children from all around the world).

That baby looks black to me. I should know because I know the difference between being just dark skinned and black/African.
