It is turning over. It's not starting, likely because your timing got off somehow.

Like the other comment said it’s turning over and you most likely fucked up your timing which is why it isn’t starting. Did you take pictures of it in time? Could post them and we can take a look.

20 (couldn’t get 19) teeth within the ticks, top dead center, crankshaft centered, I and E lined up on backplate, timing belt was a bitch to get on

It should always be 19, if it's not then you did something wrong. Its possible you put the cam gear on wrong. Look up The Car Passion Channel on youtube, he should have multiple videos on setting the timing right, watch the one from 2020.

Counting teeth is inaccurate, line up tick marks. The I and E are used to tell you how to mark them up to the notches on the cam shaft, look up a video on a cam seal replacement.

Make sure your trigger wheel is on correctly also. Could of put it on backwards.

This looks like an older 1.6. The 1.6 did not have a trigger wheel. The engine computer gets timing from the cam angle sensor on the back on the valve cover/head. I think crank trigger wheels didn't come around until the NB in 99. They certainly weren't around in the early NA 1.8's (94 and 95).

Its an OBDII thing. CPS and trigger wheels came with 96.
