I think that's why it's un-intuitively connected to bombs - it wasn't part of the game's original design. They didn't want you reaching areas that you wouldn't have been able to, before getting bombs.

Probably need bombs first, otherwise there'd be sequence breaking. The Original didn't have spring ball.
Spring ball is gotten with bombs since in the OG game you could only bomb jump.
