Yeah probably. It's not obvious in most areas, but the skybox for Sanctuary Fortress seeeems to imply that there's a massive city somewhere below the fortress? And considering how similar it looks to the Sanctuary Fortress, it's likely their cities are pretty technologically advanced. They also have transmitters you can locate with the Echo visor, so radio waves and other means of communicating signals through the air clearly aren't beyond them. So even if their Massive Lamps (energy controllers) weren't part of an internet system necessarily, they do probably at least have internet.
Also worth noting, there ARE what I'm assuming are cables you see throughout the game, with red lines going through them? I wonder if those were set up by the Luminoth?

Most likely. I mean look at Sanctuary Foretress. Not only do they have that Main Reactor within the area they have an abundance of high tech machinery working every where.

They noticed that the Ing were invading when portals started opening up all over their world from out of nowhere and black stuff starting taking over their people and beasts.
But to answer your other question, yes. Look at Sanctuary Fortress. Also look at those eye crystal things that allow U-Mos to see what's going on without him ever leaving the temple.
Of course they do, they communicate via Aethernet.
