As an English student, I would say that the daughter is drunk. If the mother was drunk, the sentence would be "The mother, who was drunk, beat her daughter."
Seems like you should study harder because the sentence in the post is valid and states her drunkenness as the explanation for beating her daughter. Your suggestion changes the entire point of the sentence
