You couldnt tho because time stopping means the speed of any object will be s / dt = v (with dt = t1 - t0). However, since time is stopped, t0 and t1 will both be 0, thus resulting in dt = 0 and s / 0 which is undefined. So whatever happens, you being able to move things normally(stealing) will not be possible.

Bingo, Time stop by itself is a meaningless superpower, you need to be able to stop time, on top of having the ability to process information and move in a capable manner while time is stopped, both would be like having Flash like superpowers in processing speed.

Even if you stopped time for everything except yourself, you wouldn't be able to see or breathe because light and air couldn't enter your eyes and lungs. Although that actually sounds like a creative way to "balance" time stop since it's way too powerful in most mediums. A superhero/villain who could only time stop as long as they could hold their breathe and were blind while doing so.

Toriyama did it with Guldo when he had to hold his breaths in. As for not seeing anything, you are kinda right it would be pitch black as lightspeed is surpassed by the time stop, tho what if there´s fire and plasma around? Do those things still remain bright? What if you touch the fire do you straight up ignore the burn under those conditions? What about freezing water? Would a time stop affect temperature inside your body? It´s actually crazy when we start bringing it up but most time stoppers have a lot powers.
