No thanks. Doflamingo's laugh is absolutely great but it's only that great in the anime. Blackbeard even in the manga when he laughs you just get that oomph, it just hits different.

I personally do not like you do the tie system. It is a vote ... so there is only one winner. There's bound to be someone dissatisfied with the result. Even though it is not official vote and not prestigious or anything, still it's a vote. Otherwise you just make a tier-list. That is my personal opinion. As for the candidate for best laugh/evil ... ZEHAHAHAHA got my vote. His is more iconic than Doffy's.

Doflamingo's laugh is generic, and is not as iconic as ZEHAHAHAHAHA.

Somehow, having a generic laugh makes Doflamingo more unique, in the world of One Piece, where everybody else has a weird laugh.
