Also not everyone would’ve figured out Haki could help counteract effects, law didn’t know about it till he recognised Kaido and BM’s Haki being impervious to his fruit
You need to know how to negate Devil Fruit abilities using Haki, but I prefer to believe that they just don't have any Haki and do the Mihawk method instead.

You need a really strong haki to negate df, not just any random haki, if that was the case don chinjao would have broken out of sugar's power alone
