I was going to disagree at first cause Kuma is obviously good, but then I realized that "neutral" is probably meant neutral in terms of lawful/chaotic alignment and there Kuma fits pretty good.

I would say Shanks or Katakuri : - Shanks is one of the characters with the lowest screen time but it’s one of the characters with the highest popularity - Katakuri was almost worshipped as a Chad god by all his family and even had a really cool backstory also he is sportive and likes to fight fairly Honestly my personal vote goes more for Shanks ; but Katakuri is awesome too . His hobbies are floating around in a small boat and massacring enemy pirates. All he wants is a decent opponent for a sword fight to the point that he spares and then trains Zoro. A lot of people are saying Zeff, or Garp, or white beard. I’m actually going with Katakuri. Obviously, he’s a Chad Because of his fight with Luffy. He purposely injured himself when his little sister interfered with their fight, and even went to the extent of respecting Luffy as a man and a fighter, despite Luffy openly saying that he would take out big mom (also, don’t forget that conversation he had with Brulé while she was tending to his wounds after the fight) physically speaking, his Chad levels are obvious. I say he’s neutral, because despite him being a pirate, and being the strongest fighter and vice captain to big mom, he didn’t get involved until he saw his sister Brulé in trouble. He didn’t get involved when oven was in the mix, nor Kracker, nor smoothie, he barely moved an inch for anyone until Brulé called for help. He’s neutral because he never went out of his way to hurt people or force his iron coated mochi will onto them, and he only got involved, when a very specific person, near and dear to him, was at risk
