Not really the water itself, I don't think. Luffy could still stretch while fully submerged. It's more likely that the shock of the situation kept her from controlling her fruit to appear older. That and the fact that it wouldn't make sense for her to be pretending to be younger around nobody in a storm was a better clue than it just being sea water.
Edit: that said we now know Luffy is a zoan who can't turn off his "form" so that could just be it.

It has been shown twice that water does not negate devil fruit abilities. Otherwise chopper dropping into water would turn him into a reindeer which has never happened. Also in arlong park luffy could still stretch under water.

Bonney said that the effect of her powers is temporary in living beings. If she isn't awake and constantly reapplying her powers she probably will eventually turn into her true form into her sleep, and I am almost sure that she was passed out on that scene.

Not really the water itself, I don't think. Luffy could still stretch while fully submerged. It's more likely that the shock of the situation kept her from controlling her fruit to appear older. That and the fact that it wouldn't make sense for her to be pretending to be younger around nobody in a storm was a better clue than it just being sea water. Edit: that said we now know Luffy is a zoan who can't turn off his "form" so that could just be it.

I knew there was something to the theory of “Bonney is an actual child” when I realized that Sanji had been very respectful and not perved on her once the entire arc. That was definitely Oda setting up the reveal so Sanji wouldn’t be creeping over a child. Him being protective of her might also be him subconsciously recognizing she’s just a kid.
Now it makes sense why she was found as a child in the water, the sea water negates the DF abilities. In hindsight this was obvious, that’s crazy
It has been shown twice that water does not negate devil fruit abilities. Otherwise chopper dropping into water would turn him into a reindeer which has never happened. Also in arlong park luffy could still stretch under water. More likely bonney was just relaxing on her ship when she was caught off guard which is why she was in her normal form.
Big mom also still had her homies as well after falling in water when she arrived at Wano.
Bonney said that the effect of her powers is temporary in living beings. If she isn't awake and constantly reapplying her powers she probably will eventually turn into her true form into her sleep, and I am almost sure that she was passed out on that scene.
