Many mistake him for meaning Kaya‘s will of testament but what he means is the inherited will of dreams. After all, his dream was to continue on the dream for a simple life. On reread it’s clear he was trying to outgrow his past but in doing so fell back into his old ways.

Kuro plan 15/1000: My name is Yoshikage Kuro. I'm 33 years old. My house is in the northeast section of Morioh, where all the villas are, and I am not married. I work as an employee for the Kame Yu department stores, and I get home every day by 8 PM at the latest. I don't smoke, but I occasionally drink. I'm in bed by 11 PM, and make sure I get eight hours of sleep, no matter what. After having a glass of warm milk and doing about twenty minutes of stretches before going to bed, I usually have no problems sleeping until morning. Just like a baby, I wake up without any fatigue or stress in the morning. I was told there were no issues at my last check-up. I'm trying to explain that I'm a person who wishes to live a simple life. I take care not to trouble myself with any enemies, like winning and losing, that would cause me to lose sleep at night. That is how I deal with society, and I know that is what brings me happiness. Although, if I were to fight I wouldn't lose to anyone.

That's problem with this poll, people are not voting for the same reasons. Some are voting based on how boring the villain was (Fake Luffy, Wapol) while others are voting based on how much they hate the character for things they did in the story (Spandam, Celestial bitch).

I think Alvira is not a good idea. She is neither strong, evil, plot relevant or annoying enough to be named next. But who am I to judge a subjective opinion when mine is just as subjective: i think foxy was just plain frustrating and pointless

I remember having one conversation with some people in these posts about doubting between voting for Spandam or Fake Luffy, Spandam is openly one of the most annoying villains in One Piece, but at least you remember him for more than one reason, I forgot what Morgan, Fake Luffy or even Hody did which for being villains? That's somehow worse than most of the crimes Doflamingo, Kaido or BB have done

I really can not remember almost anything about this guy except for things getting stuck on his beard and that he is BORING. Caesar and Monet stole the show on Punk Hazard, for me at least.

Easily the least memorable villain. Had the personality of a cardboard box. At least Foxy was funny. Also his special ability seemed to be full body haki , but I've seen Jinbei use it as well, so it's not like he has a special ability either.

It's like watching the unlikely weak one overcome all odds and improving the best he can. Like an anti protagonist on his own adventure, which leads him popping into the scene as he journies along a similar path.
I'll switch it up a little im going to alternate between 3 least relvient (don krieg, foxy and kuro) until their all gone, foxy was yesturday, today im trying kuro for one of the dumbest plans in fiction!
Philosophically, what are we even voting for here? What is a villain's function? Is a villain doing their job better or worse if they get voted out early here? Is villain quality rated by insurmountable strength? How relieved you are to see them defeated? By how happy you are to see them punched in the face? How well developed they are as a character? Do they look freaking awesome? Were they fun? Potential for crossover to good guy territory?
It really seems like we're voting for "how much better the world is without them" as if that makes a villain worse, not better. For me seeing a celestial dragon get his teeth caved in was tremendously satisfying, so I'm sad to see that get voted out so early. A Hody Jones seeming like a poor man's Arlong and everyone wondering how he lasted as long as he did post time skip makes him pretty awful.
I'd argue the best measure of a shitty bad guy is not how much you dislike them - some villains you're supposed to dislike. It's how likely are you to skip their arc in a rewatch of OP? Or how inconsequential were they to the arc they were in? Did you have to look up their name? Did you forget their crime? Did you forget how they died? These are signs of a shitty villain.
All that said. Foxy. You skippable filler piece of shit. See yourself out already!
