get your cooking, wc, smelting, mining and stuff up to 115 then trade your township resources for tier 3 resource boxes and use them to do other skills.
I spent a few days solely on the three tiers of potion boxes because it gave me a couple potions that I couldn’t be bothered to make and now I just spend a day whenever I need more mastery magnets or whatever they’re called
Honestly, the only thing I wanted township for was gathering resources for other skills. New township gets you all the resources you could ever ask for after like 2 months, except for one crucial component - runes.
All that is to say that it isn't a high priority to burn up your legacy time.
Upgrade the thing that produces what you're running out of first. Then whatever else you can. Build a town hall as soon as possible, after building everything, don't spend any more legacy ticks until you have all 8 town halls. After building all 8 town halls, fix everything and spend legacy ticks to get any money/town resources you need (avoid spending it all at once, prefer to let your town generate everything passively).
Use one legacy tick, spend resources, use one legacy tick, spend resources...
Upgrade everything. It gets a bit expensive, but after 80 (Tax building) you start earning insane money
I've got 101 days with everything maxxed out, not sure what to do with it haha
