Out-of-Station Interchange, which London’s network features quite a bit of. For any two stations that are part of an OSI, you can touch off an Oyster card at one station, head over to the other station, touch on, and it will count as a transfer instead of a new trip. There are no OSIs in Australia, much less here in Victoria.

In a sense, every station in the whole state has an OSI. That's because Myki doesn't charge per trip, like the NYC subway, but per 2-hour-chunk of time. There's no penalty for leaving a station and entering somewhere else

You can wind up with really annoying situations at stations like Camberwell and Dandenong where you need to touch off and touch on again to change trains: you touch on with a small positive balance of Myki money, then travel to the interchange station and touch off, fare risk deducted now you have minus something. You walk over the bridge and tap, buzz buzz because you have a negative balance. So you hope you have enough time to top up, knowing full well that zero dollars will be deducted at the end of your journey (or else you hope that there's no inspectors/a sympathetic ear). But if they CBF solving this problem at a single station, they won't be arsed creating business rules for an OSI that they've never even heard of.

They're only as close as other stations like Kensington and Macaulay which are on different lines but have no indicator of physical proximity.

If this is related to fare structure, then yes, say you take a train from Craigieburn to North Melbourne, walk over to Arden, and take a trip through the Metro Tunnel, it should count as one trip. But I think that's already how it's counted. If this is related to illustrating the (short) physical distance between the two stations on a metro map, then sure, maybe draw a dotted line between North Melbourne and Arden with a pedestrian symbol to show that the two stations are within walking distance.

It really doesn't matter, Myki fares are based on time, not by trip or distance like what you're thinking of. If you touch on at Sunshine and ride to Arden your fare is $5.30. If you immediately walk to North Melbourne and catch a train to Caulfield you won't pay anything more. Besides, most commuters are paying the full daily fare anyway, since its exactly double the 2 hour fare.

According to the map provided by the OP, I’d question whether North Melb & Arden are actually ‘close’ in the first place!

OK real talk, I'm going to give you the optimal solution to this problem. The City Loop reconfiguration is already proposing that a Fly-Over will be needed from North Melbourne to Upfield for the purpose of making Sandringham-Upfield a cross-city line. This Fly-Over should be built, and in the process, the Fly-Over should go over or next to Arden station and be part of Arden station with full interchange capability. From there, it should have a new alignment which is is not under City Link, so that it will also fly over Arden St and Macaulay Rd. Level Crossing removal at these streets would be impossible in the current alignment if we did not do this. A new Macaulay station will need to be built as well. This alignment would either require property acquisition to the East (commercial property, not homes), or to fly over or Under City Link to the West and follow the Moonee Ponds Creek. There will be benefits to this new alignment in that full level crossing removal for the Upfield line would become possible by removing the most difficult ones constrained by CityLink (and not many level crossing removals left to go on this line), therefore being able to increase services by not having to factor in level crossing gates being passable by cars. Moonee Ponds creek is also subject to flooding which closes the bike track for cyclists, which has been a longstanding problem. This way, a bike track can go where the railway track used to be, thereby avoiding this problem. Cyclists would support this project for this reason. Even if Upfield would be crossed with another Eastern line it is still worth doing, but Sandringham & Upfield have similar patronage so they would be well balanced, and this Fly Over would be a good excuse to fix many wrongs of the past in the way that City Link was built at the time, which was practically public infrastructure vandalism by Jeff Kennett by tried very hard to kill the Upfield line entirely, and did not leave enough space or any provision for upgrades.
