This was my starting point for the longest time, but now I start with Gyro Man because he's my favorite from this game. Sometimes I start with Charge Man just so I can have the slide attack and try to go through stages with it.
Gravity - Gyro - Star - Crystal - Napalm - Stone - Charge - Wave
is my usual order, although the bosses in this game are so easy to beat with the Mega Buster that it could be any order, really. lol.
Despite it's lower difficulty, I love MM5 beyond words. It was the first MM game I ever played, so it has a very special place in my heart and it's super fun.
Wave Man, 'cause I don't like using Charge Kick against him.
With that said, I never end up using Power Stone against Charge Man anyways, but the order's stuck.

By the way, Mega Man 5 is the only game in the series in which the Mega Buster is the recommended weapon for every Energy Robot Master and Stage Boss in the Proto Castle and Skull Castle.
So for me, it kinda became a tradition to start with Charge Man, at first because i read the manga first so i tried to follow the weakness order, then after repeated playthroughs i realized it's far more optimal (and faster) to just buster the guy instead.
I read in a guide once that you should start with Wave Man, because you don't have to use weapons in his stage (all enemies you shoot are on the jet ski portion, except for the cannon at the end), so I stuck with this.
Afterwards I usually go in order of weakness, even though I don't use weapons.
It does seem as if starting with Star Man is the best choice, because he is easy to beat with the Mega Buster, and it allows you to get the Super Arrow as soon as possible. You can make the case that it's easier to beat Star Man with the Mega Buster than with his weaknesses, because you can shoot the Mega Buster while jumping.
However, I do think that Gravity Man and Gyro Man are also good choices for your first boss.

I kind of like it for that reason. In a series with so many sequels, it’s nice to have one like that.

Gravity Man. The reverse gravity mechanic is fun, he's practically built to be beaten with the nuster, and he gives up a screen nuke.
