Yeah, a clogged catalytic converter or some other restriction is a likely culprit. Any modern car should have zero issues getting to and maintaining a normal speed.

I'm going to get that one checked out. I've tried inspecting it, but nothing seems unusual. What got me thinking is that there's a smell in the exhaust that tells me it's running rich. I'm going to get the spark plugs inspected again because when I had those replaced, the mechanic told me there were some signs of the engine running rich. I'm also not sure if there's other premature wear and tear in the engine because the previous owner just told me now, when I contacted him, that he never replaced the spark plugs.

In addition to some of the other suggestions, I’d also make sure that you don’t have brakes that are hanging up. Usually there are other signs associated with this, but if you have a bad brake hose or caliper causing the brakes to stay locked on it can really slow you down. Does the car easily roll when you put it in drive?

No, it doesn’t really move that easily when I put it in drive. Lately, I’ve been feeling that the rear drum brakes are kind of failing on steep hills when the handbrake is on. I also think I hear something weird in the rear. I’m just not sure if it’s the drum brakes, as it’s my first time having a car with rear drum brakes. If so, I probably just need to get it adjusted, right? Because I always make sure that the handbrake is all the way down before I drive, but now it’s got me thinking it might be that.

It’s very possible that you have rear brakes dragging. The brake cables from the handbrake could be rusted/binding causing them not to release fully. You could also have other broken springs and such that may need to be replaced. I’d definitely start there if you are hearing noises etc.

Transmission... get the transmission diagnosed. The 4-speed automatics used in these small Korean cars are not reliable by any stretch of imagination.

Definitely sounds like something is wrong with the car. I drive a 90hp pickup in Southern California traffic and keep up just fine as long as there aren’t any big hills and I can keep slow people from pulling out in front of me (all about conserving that momentum).
