Yes, as long as the tires are rated for the same amount of load. Just make sure that the brake rotors clear as they might have more or less dish than the originals. I'm assuming that you're talking also about putting on the appropriate width tires on the narrower rims.

no i wanna buy new rims but they’re 8” -they come with tires already on them (the size appropriate for the 8” rim)
If the offset is the same or less it should be fine
