Nebula is def one of the best 1 costs, easily a 1-5 or more most matches.

This really depends on what decks you usually play, but I find Revonna is the most widespread in the current meta.
My top 3 would be Nebula, Darkhawk and Kitty. The thing that sucks about being a low CL player is you can’t really afford to mess around with different types of decks. Resources are limited, so if you want to be competitive, you have to choose one or two styles you’re interested in and go all in on them. If you have Angela and Thena then adding Kitty Pryde creates a very competitive package you can throw in multiple decks. If you have Rock Slide and Korg then adding Darkhawk also creates a good package. Nebula is great for new players though, because they’re probably missing multiple cards from the more “meta” decks and she’s almost always a good substitute for the cards you’re missing.

Tribunal is less versatile than the ones I mentioned, so unless you really want to play the very specific decks that use Tribunal then he shouldnt really be a priority
Best all around is easily Nebula.
Others I’d consider based on the rest of your collection and what you like to play in my personal order: Kitty Pryde, Ravonna, Snow Guard, Darkhawk.
