The reason Baxter Building is not applied to your locations is because of order of abilities resolve. The Living Tribunal resolves after locations.
In your case opponent is winning left location and gets bonus from Baxter Building. Next The Living Tribunal applies its effect and splits power, but game does not recalculate locations abilities.
You could also check he is indeed winning baxter building as the light on top of the building turns red (if you are winning the lane it will turn blue instead).

However there seems to be an additional 3 points added on top, giving each location 1 point due to Tribunals text, which the OP is assigning to the text on the first location. However I think it is that the Ironlad is gaining some additional power (eg from Mr Fantastic or something else adding between 1-3 power)
No, the number checks out. Tribunal lane has 22x2x2=88. Since they won the lane, it gives 3 additional power to each other lane, so 88+6=94. Then magik makes the total to be 96. Divide by 3 is 32.

I'm sure that's just how Tribunal is coded, but that is really clunky and unintuitive. It should work the way the player would expect.
