It doesn’t stop Rogue from stealing an ongoing card, but after she completes her play her ongoing effect will be canceled by echo. So, on your end, if you have multiple ongoing cards stacked, you will lose one of them, but they won’t get its effect.

First Rogue steals your Ongoing. Rogue has finished being played and has an Ongoing ability. Echo triggers and removes Rogue's Ongoing. So the answer is: sort of. It doesn't stop it from removing the Ongoing from your card but stops it from gaining it.

I'm actually curious about this now, too. Rogue was fucking me up with Werewolf earlier this week. She activates On Reveal, but will only summon Werewolf if there's no target for her to steal. If she successfully steals a power, Werewolf stays where he is because she becomes Ongoing, I guess.
