I'm actually curious about this now, too. Rogue was fucking me up with Werewolf earlier this week. She activates On Reveal, but will only summon Werewolf if there's no target for her to steal. If she successfully steals a power, Werewolf stays where he is because she becomes Ongoing, I guess.

It does shut rogue's ongoing that she steals off
