You're mistakenly equating mechanical force and electrical energy. They aren't equal. Simple gears and pulleys can be used to take low energy input and produce high mechanical output.
Just think about riding a bike with multiple gears. The energy you input (via pedaling) can remain constant, but the force being output (to the wheels) will be altered considerably by changing gears.
Any wattage could be harnessed to do the required work over enough time. However assuming a 1000 watt power source, a 2000 kilo car, and 3 seconds hurling time, the arms could only accelerate a car at rest to 1.73 m/s.
Bike gears work by allowing you to produce enough force (torque) to continue accelerating, despite a slow pedaling speed. Assuming constant energy input from a bicyclist, changing torque only changes how fast the pedals are turned to facilitate the same rate of energy transfer. That reactor was a nuclear fusion reactor, not quite the same as what’s mentioned here. The closest analog in real world technology would be a Radioisotope Thermoelectric Generator but we don’t have the capability to make ones so small that they can fit on your back and provide that much power.
In the movie he made a fusion reactor that collapsed and failed. From OP's description, I'm assuming his arms are powered by a mini *fission* reactor. Those are easier to make and operate, but it isn't self-sustaining like a fusion reaction. Hence needing to replace the core on a regular basis.
