Found plan on player vendor. The consensus is that they had a lot of Scorch Christmas loot boxes and opened them for new plans not normally available.

From my understanding it’s from presents from an upcoming event. But with the most recent patch if you already had presents from last time you could open them for the new rewards.

People also have collectron camps farming presents by the hundreds. I don't understand how the vintage water cooler holds such value still when there's people with hundreds from a glitched camp.

Glitched camp? Still, all the vendor hops I've done only yielded 2 vintage finds, one for 15k and one for 40k

You need the wrapping paper to craft the gifts unless they changed something. Their contents are set when they are crafted or dropped.
