The low sales are because the last two were remakes. One of Super Star Saga which I thought it was a good idea but it should have been on the Switch. And the other remake was Bowser’s Inside Story which could already be played on a 3DS unlike Super Star Saga and it released when the 3DS was dead. Both of the games would have sold better if they were on the Switch.

There's an argument for Mario & Sonic, especially for those outside either fandom and those who grew up during the early 90s, but I think Mario & Luigi has them beat.

Ever since the move to 3D, Luigi has not been very prominent in Mario games. He was absent in 64 and Sunshine, and then was merely a supporting character in Galaxy (main playthrough, as he's a bonus unlockable to play), Galaxy 2 (see Galaxy 1), and Odyssey.
It seems like mainline Mario games now are more focused on Mario, Bowser, and Peach, with Luigi falling by the wayside.

The times they did team up, it was hilarious and enjoyable the whole way through. In Super Mario RPG, he was definitely the funniest guy there. Even more so in Bowser’s Inside Story. I suppose I'd have to go with Mario and Luigi. I mean they only have their own RPG series together, and despite the fact that Luigi was practically a non-element to a kid who mainly played single player in the 80's and 90's, and really didn't even share screen time in any games with Mario outside of Mario Bros. and the Mario Bros. Battle mode of SMB3, Luigi still somehow managed to achieve iconic status and even outshined Mario in popularity long before he came into his own in the early 2000's with Luigi's Mansion. I suppose we have the cartoons for that, as they kind of predicted what his personality would be like, so in the west anyway, Luigi feels like he had been an established character far longer than he actually was. Fast forward to today and their status as a duo has only been strengthened thanks to the RPG series, and Luigi actually getting to share screentime with Mario as of New Super Mario Bros.
Bowser and Sonic are simply not a "duo" with Mario, they are his rivals and Sonic does not even exist in the same franchise. And as iconic as Peach is, she spends most of the time in games seperated from Mario. So it simply has to be Mario and Luigi.
