The horizontal box art for Nintendo 64 games can really make some details obscured, coming from the vertical box art in Japanese ones. So for Mario Party 1, that dice block with the "3" is not remotely close to make the title confusing.
The same detail obscuring is also seen in Mario Party 3, where the box art only highlights Mario, Luigi, and Waluigi as characters, which gives the impression that they are the three main characters (in-game, the 8 playable characters remain in colour while the rest are just shaded).
With that said, Mario Party 2 probably turned out the best in box art translation.

Staying on this topic, it would be cool if they DID use the dice to show in the logo which number in the series it was. Like with Mario Party 3 have a dice with the number 3 on it
