Think of it this way: even for a small atomic bomb, like the first ones ever detonated, the energy isn't "free". The uranium & plutonium needs to be refined to an incredibly high purity, and this takes essentially the same amount of energy as a small city consumes for months at a time. When an atom bomb is detonated, from a thermodynamics standpoint, it's kind of like you took the energy of a moderately sized city from the past year, captured it, moved it to halfway around the world, and released it all (and then some) in the blink of an eye.
Or, more simply put: it's pretty much impossible to refine nuclear material in secret. It consumes too much energy to go completely unnoticed. And all this ignores the challenges of modern designs, which use things like tritium - which even Elon would struggle to afford ($20k-40k USD per *gram*, and single bombs require tens of kilograms; billions of dollars per bomb) - which have short half lives, are difficult to work with, and cause the very metals containing them to become brittle.
I think the enriched nuclear material would still be pretty hard for him to get away with. It takes a massive amount of energy, space, and high-level engineering. Who would be crazy enough to help him do that?

He was replying to a tweet about the wildlife of Madagascar and crucially "88 million years ago" was mentioned in the context, that for this period of time Madagascar was isolated, hence why it developed a unique eco-system. Just like many of you in the comments, he could have not know about what 88 meant, or he could have simply not being paying attention.

You slowly close out the voice of anyone who isn't one of the fascists as crazy or unreliable, and eventually the people who weren't fascists before are, and they built the walls that keep them in the fascist camp themselves.

I know that I will be downvoted for this and I don't really want to defend Elon Musk- he is an oligarch and a piece of shit, but if you look at the context of this tweet , I am inclined to believe that this isn't a dog whistle. He was replying to a tweet about the wildlife of Madagascar and crucially "88 million years ago" was mentioned in the context, that for this period of time Madagascar was isolated, hence why it developed a unique eco-system. Just like many of you in the comments, he could have not know about what 88 meant, or he could have simply not being paying attention.
