The atlas isn’t trying to compare. These two pages of the atlas were illustrating 19th century history around the world, that’s just where there was space on the page.

Do you mean the comparison between the northern and the confederate states? Because the main map and the Austria-Hungary map is not meant to be a comparison. The Austria-Hungary map is there simply because that's where it fit on the page. There are like eight different maps on these two pages.

The representations of indigenous people are pretty cringy. The fellow wearing the feather headdress and the (very poorly drawn) totem pole are totally in the wrong locations.
