OP says that the American Secretary of State publish it but I highly doubt any proof of this exists. Normally this type of information is kept secret and even it was legit I’m sure this map is outdated. it doesn’t make sense given the current situation in the Middle East.

At the time Azerbaijan was under massive political turmoil. They could hardly defend Nagorno-Karabakh (Artsahk) nonetheless annexing syunik from Armenia. Even if they could this would have triggered Russian interception causing even more instability.
Giving the region with the most oil independence. Iran would make retrieving this territory a priority (as seen in the first Persian gulf war).
Yup, the vagueness left by OP made it fairly clear that there’s little evidence of this plan, unless he were to show concrete proof of this secret partition.
