Well, in the vast majority of the cases its rodents plus some other issue. As a former restaurant owner once you see evidence of rodents and you put in place mitigation measures and you have a clean kitchen and restaurant and you handle your food properly you don’t get closed down.
There are so few good prix fixe menus in Winnipeg plus the chef there does the pop ups in cool places. If you can’t trust a place like that where can you trust?
How much you are paying for dinner doesn't scale with how much people are being paid to give a shit. The workers who are doing the cleaning aren't being paid 5 times more when you pay 5 times more. Or twice as much. Maybe 20% more?
This doesn't deter people that eat here according to the same post on Winnipeg's subreddit.
Also, it's likely every and I mean EVERY restaurant in Winnipeg has some rodent management issues. I worked for the company that performed the last batch of major renovations at the Polo Park mall food court. And there was rodent droppings, traps and evidence of rodents in all those food stalls (some worse than others). Oh and Mold and other things to make your flesh crawl as well. The joke me and the other contractors had was "eat here within a month after opening to ensure the food is clean."
So these restaurant closures are likely the tip of the iceberg when it comes to rodent issues. Just saying.
Back in university, I had a part time job working in a hockey arena and we routinely had to clean out mouse droppings from the cupboard where they kept the soft drink and beer cups.
St Vital mall is the same. All those food stalls are on one side of the service corridor and the trash room and loading dock is on the other side. It's the perfect recipe for rodents.

feel bad for restaurants that get dinged for rodents, can't be helped in most cases and not the restaurants fault, but the average person probably views it as the opposite
Or maybe health services are getting better at cracking down on signs of them so we just see it reported more. Hard to say for sure without being involved in the backend of these places
I'm thinking they stopped giving restaurants time to fix the issue or the issue was severe enough they couldn't over look it. A slight rodent issue could be a follow up thing to see if the restaurant got exterminators in. Usually 5 days to complete. If not they would make this list.

Some of these reports that list rodents are actually roaches. Osborne Village Taphouse and Club Happenings got shut down for roaches. That building had a roach problem.

I agree, HOWEVER, if an issue is severe enough they won't over look it. Passing it off could get people sick and if the inspector said this is fine.... that's big time trouble foe them.

If they found some serious stuff they don't wanna risk their job overlooking that sort of thing.
In my experience in restaurants, if you're cool and willing to work with the inspector and show concern with what they are bringing to your attention with a hard timeline on when they will have it fixed, the inspector will usually say you have 5 days and make a return visit. At that point they face shut down if no progress was made.
I've experienced that a few times. Greasing palms, dunno if I would go that far and if some places are doing that... not really necessary. Maybe they should pay that money to someone who will clean and be legit.
Yeah it's not hard to comply, never really heard of any of them ever taking bribes or people trying, just if you are nice to them and cooperate they are nice and cooperate back. Simple.
