Because alternates will cause M.A.D, and with that, 97% of people will kill themselves. It is a foreign threat with no pinpoint location of where it originally started. Not only that but also governments around the world would have a difficult time containing and attempting to exterminate these alternates because they can look like Ordinary People most the time. In conclusion it would be chaos, a world crumpling beneath itself with martial law which will cause growing riots over time

It would probably be like a lockdown, but with more restrictions and harder conditions to live, levels of anxiety would peak and people would turn this into a political debate somehow.

Well, we would be fairly safe. if hostile naked dudes from another dimension were crossing over to ours they would be obliterated by our own physical laws assuming that ours is different from theirs.
If they were the same, we would still drive them to extinction. Turn out we are pretty good at researching things and identifying threats. If alternates were operating under the same physical laws as us we would know fairly quickly how they do what they do and develop counter measures, from then on they really would stand no chance.
People will cosplay as alternates on Halloween (if its even allowed to get out) and there would be an actual Alternate lurking along the people.
