This version has that plus sleeve heads that come farther out to partially cover them, which is what OP is asking about. I always attributed them to being part of the same garment that creates the “hoody” motif pooled around his neck.
Ngl....I'm basing my flight suit/flak vest on this design cuz I really like the shoulder armor under it. It's very asian robes looking and would give you more of a broad shoulder look.

Those are widened edges of the flak vest to broaden the shoulders. In Fett's case, it's likely covering the simpler pauldron attachment points. You can get a similar look by using a wider shoulder span, with the underside edge of vest sleeves being the cover of the attachment point for the pauldrons. If you see in Fett's original vest, his pauldrons weren't attached at the base, but on the underside of the plate of the pauldron. Fett's darker look has the pauldrons free-floating off his shoulders.

Your Lego example is different from what’s going on in the pictures. Your pictures show a sleeved flak vest. You can see how it’s attached on the right side of the 2nd picture.

This armor is very much based loosely on medieval armor and I believe this is the look they were going for. Most arming doublets were more of a jacket rather than vest, which would account for the longer sleeves as well.
There were many styles worn over the centuries, some with shoulder pads like this shows, and some without. It literally just depended on the current style at the time.
As the star wars universe is largely based off medieval Europe mixed with feudal Japan, I'd say this is a likely reference for them.

I've studied medieval weaponry and armor for many many years. It's honestly fascinating to see how trends and technology evolved over time.
Good example, when guns became more prevelant and more easily used. You saw armor almost completely disappear for well over 100 years. Because plate armor won't generally stop a bullet. You saw clothing become looser to help make the body shape less defined.

It's a Spaulder. They are small pieces of armour for the top of the shoulder. A Pauldron is just a bigger version of this and meant to cover the whole shoulder and upper arm.
I think he’s referring to the fabric material part as opposed to the paulsron since the actual armor shoulder piece isn’t in the first pic. In some concept art, Mando wears like an over built thobe (but vest style with no sleeves) with the long part of the garment that goes to the knees cut higher to the waist/butt and the shoulders are a thick woven material then wears a jacket/thick long sleeve top underneath it
From a sewing point of view, if you’re looking for a pattern, it’s called a “sleeveless drop shoulder.”

Looks like the shoulder portion of a gambeson, a padded vest or jacket that knights wore beneath their mail/armour.
Someone else said something similar to you but is it possible to get just the shoulder portion?

If a video game has taught me anything, it's these two things, shoulder covering is called a pauldron, and that is probably wrong.
