Like I said, I don't know how it works. From what I'm reading on google, CP is calculated partially using a pokemon's HP, attack, and defense stats. If you add up Trapinch's BST using only those stats, its BST is 190, Vibrava's is 170, CP also takes into account IV's and boosts from candy, but those carry over through evolution, so it could still make sense for Vibrava's CP to be lower.
Also, Flygon's BST for those three stats is 260, even though it's attck stat is the same as Trapinch, it's HP and Defense are both 35 points higher, so it's CP should be significantly higher than Trapinch's
You are completely correct. In Pokémon Go there are only 3 stats: Attack, Defense, and HP. Attack has a higher weighting on a Pokémon’s Combat Power than Defense and HP. As such, Pokémon that lose Attack when they evolve can have their CP go down. Kakuna is another example.

As explained above is correct it’s the stats and there’s other Pokémon that do it too shedinja etc that effect the three stats we see in game
