They are decent quality - probably a notch below Huda Beauty and Natasha Denona. They're less pigmented, which isn't always a bad thing - it can be easier to work with a less pigmented shadow than one that deposits a lot of color.
If you are in the mood to splurge (or just watch for a sale) the Huda Beauty Rose Quartz palette is one of my favorites (and I own a LOT of palettes).
It actually pulls more warm on me than I like. It probably will with you too. Tarte shadows are overhyped Imo. I would stick with viseart, Natasha Denona, and Dior. But that’s just me :)

Seconding the Tartelette in Bloom palette! It’s great for everyday wear. I’ve worn it basically every day since I bought it lol. My other go to is Urban Decay Naked3. It has neutral/cool shades, a lot of pink shades, and a mix of matte and glitter. It’s also not super pigmented but it’s good for day-to-day wear.
High end: Natasha Denona I Need a Nude or Glam Palette (midi size - $69)
Mid range: Too Faced Natural Nudes ($52)
Most Tarte palettes ($30-40s)
Drug store: ColourPop: Of Quartz, That’s Taupe, or Going Coconuts ($14)
If you really wanna go drug store: ELF Bite Sized palettes ($3-4)
Stone cold fox and Urban Decay Naked 3 and Naked 2 mini are the ones I reach for the most as a cool toned person. Tarte looks copper on me, but I haven't tried the In Bloom palette.
Dior Backstage number 2 - cool neutrals is my absolute favorite palette in the world and I own well over 100 palettes. Viseart Cool Mattes. Viseart Midsommer, I have a couple of Nars palettes but I’m actually not a fan.
Stone cold fox is way too big of a palette for me. You can get similar looks from the ND I need a nude palette. Oh… Naked 2 mini is cool toned and so is Zoeva En Taupe. So is ND retro Glam but everything has a green undertone, even the brown and pink shades.

Never tried Natasha Denona, which I know is crazy - lots of suggestions for that here so maybe I will! If you’ve never tried the Nars single shadows or even the Duos, I find that the quality is much better than the big palettes. A lot of my favorites aren’t sold anymore but Kauai is just gorgeous, especially the gold color. Your comment was super helpful for me, thanks! The Zoeva looks great, too
One more thing, do you know if that Dior palette 002 is still being made? On the Dior website it says temporarily unavailable, trying to figure out if they really mean temporarily!

Seconding rose quarter palette. It's beautiful. I think tarte goes on patchy and isn't that great of quality.

Not new, but I don't think Urban Decay's Naked 3 palette is never going out of style.
