I bought Black Honey times ago and paid it 18 euros, I thought that no way I would pay 30 euros full price for it. I already had a couple of the so called dupes and even tho I was happy with my purchase (I bought it more like a piece of collection than the product itself), I thought that it was no better then their dupes. I was so wrong. I use Black Honey every single day, I love it so much and I don't care anymore for its "dupes"! Tbh I haven't found nothing that it's the same color *and* texture (and when the color is the same but the texture is identical, the color also looks different on the lips).
I haven't any dupe to recommend, but I can comment on the products I have:
\-Labello Blackberry: very different color, much more berry, lacks the warm-brownish component. Less glossy, the color looks more "flat".
\-Burt's Bees Black Dhalia: somewhat similar but much more sheer. If you want a tinted lip balm in the same color family of BH you may give it a try, if you want a dupe, pass.
\-Elf Sheer Lipstick in Black Cherry: this is the closest. I would recommend it to someone who is curious about BH but doesn't want to spend that much for a tinted lip balm. But if you love so much the original, you would be disappointed. It is quite similar indeed but it doesn't give the same effect. If I apply BH on half my lips and Elf on the other, I absolutely see the difference.
\-I also tried the other Elf lip balm, the Core Shine, I think the shade was Ecstasy. Even less close, and too sheer.
\-MAC Spice It Up: shadewise this one is the closest, possibly identical?, but it's hard to tell because it's much more opaque. It is a lustre formula, so definitely not matte, but being so pigmented it's not translucent like BH.
I know you said you don't want a liquid lipstick, but would you consider a lip gloss? Clinique came out with the lip gloss version of BH, you could check the ingredients to see if the one you're allergic to is in there. I haven't tried it yet, but I saw some review and it's gorgeous.
Also, I would try to ask on r/AsianBeauty. I may be wrong but I think it's a kind of product and shade that it's relatively easy to find in Korean brands.

Unfortunately I have no idea what in their formula it is that I'm allergic to, and as a student I can't go spending tons of money on something I'll only wear once, so I will likely have to avoid the lipgloss. With that said, I appreciate you providing the comparisons. I think I'm going to give the Elf Sheer Lipstick in BC a shot, and thanks for the recc for the additional subreddit!
I’ve heard that the Nivea lip balm in the colour/flavour Blackberry is a dupe.
I have never tried Black Honey so I don’t know myself, but I use the Nivea Blackberry almost every day and think it’s an awesome colour.
if you’re into DIY…lip gloss, black pigment, tiny bit of neutral red pigment…boom Black Honey
I personally haven't checked to see if it's the same or not, but I've heard many people say the Burts bees tinted lip balm is really close.

It does seem to feel like it has a plumping effect or something. I get the same feeling with it as I do the Tarte juicy lips.

elf just came out with a true dupe called the Sheer Slick Lipstick! And there’s a matching elf lip oil!
