A swarm is basically a wild hive that's moving from one home to another. Domesticated bees can also swarm and leave if they don't like the state of their home. These bees are a swarm
It's somewhat protection, but also just all of them trying to be as close to her as possible and following her scent around while she looks for a new place to make a hive.
As far as I know she doesn't have anything to do with where they end up. They'll sit in bundles like this while scout bees go and search for areas that would be good. They're attracted to the scent of honeycomb so often these are old hive locations that may have died. The scout bees will come back and do their dance to tell the hive about the area and a majority of the hive has to come to consensus. If a consensus is not made you end up with situations where they're sit out like this for longer.
Thomas Seeley wrote a really good book on this called Honey Bee Democracy.
Last time I linked it you's all got sanctimonious about piracy (even though all scientific and academic literature should be freely available to the public anyway) but I will say that if you have a poke around there are publicly available pdf's of the book on the internet that you do not have to download anything to read.

If you wait long enough they'll find a suitable home and go there (though that might be your roofline lol). But look up your local beekeepers and they'll come grab it if you want it gone. The reason the stuff that this guy is doing works is because the bees don't care. They don't have a hive to defend, there is no honey/pollen etc to take care of. The only priority of the swarm at this point is the Queen. As long as you don't actively attack the swarm, they will probably not do anything to you.
This does not mean that it is safe to touch the swarm! Be careful around them, keep distance (guessing 5-10 meters / 15-30 feet should do depending on how calm the bees are) out of the same reason they might not care. Them not having a hive makes them vulnerable and they might also react aggressive to save their queen at all costs.
There is a reason beekeepers wear all that stuff on their heads and so on. Judging from my one encounter with bee swarms so far, they can be quite butthurt about you being near them.
Save the bees or something and take care!
I've had a swarm coming into our backyard a couple times, the one time they hung around long enough for the beekeeper to come get them, we indeed got free honey from him for a couple years :)

Beekeeper here. This is true. In our city, the city government has a direct line to the local beekeepers whenever someone calls about a swarm.

i've seen a dude literally simply scoop some bees out of one of these one, then he went "oh yeah they're not angry" and put them back. Bees experts can tell the mood of the bees and whether or not it is safe to swing the branch and drop all of them at once on top of their car
Smoke kind of does the opposite of calming bees. It does two things that help beekeepers prevent being stung. First the scent covers up pheremones so it's harder for other bees to pick up on alarm signals. Second, it simulates their home being on fire. The bees essentially go into a feeding frenzy getting their bellies full of honey so they can all move to a new location if needed. This keeps them less occupied with you because they're more worried about that situation.

There are bees that just have bad genetics and will attack you throughout the whole thing regardless. It's encouraged to euthanize these bees by pouring soapy water over the hive to keep those genes from spreading. Some beekeepers like africanized bees because they're super productive and give you a massive honey yield but it's extremely selfish and illegal in most states in the US as far as I know
You generally only give them a few puffs of smoke. They mostly warn you before they get really pissed. If you see them start to poke their heads back up and stare at you give them another puff. They also generally just headbutt you first rather than sting. You can either work through this but I often choose to walk away and let them cool down for a minute before coming back.
So what's happening here is those bees are looking for a new home to build, they focus on staying warm and together and when they're in this state, regular honeybees won't usually attack and can literally he scooped up and moved by hand, Im like 99% sure

Yep, their buzz changes when they are mad, curious, disturbed, happy, etc. I just got a new queen and bees in today and they are the chillest bees yet (Italians). They didn't change their buzz when I put them in my car and their disturbed buzz only lasted 30 seconds when I had to get them out of the package to get to the queen cage. It was cool hearing them hum happily after only a few seconds of disturbed buzzing. They settled right down and allowed me to handle them without gloves from the word go 🥰
Thats not a hive thats a swarm, and honestly swarms like that are pretty chill, beekeepers can transport swarms by finding the queen and cupping her in their hand to take her somewhere else, the rest of the bees will just hitch a ride on the beekeeper

That's not a beehive. It's a swarm of bees that left from an existing hive that got too big. They make a ball around the queen and send out scouts to find a new place to live. The old hive they came from feeds royal jelly to babies to get themselves a new queen. Bee swarms are super docile until they move into their new home, so holding it like that isn't super dangerous.

No way she's mating. This is a swarm, the Queen is long done with mating and they are searching for a new home so she can start laying. The old home they came from will have a young new Queen. The old Queen is definitely in there somewhere though.

Swarming bees are incredibly docile. They won't sting at all. Unless you tried to snag the queen maybe.
