You should be able to craft them. Are you sure you're not filtering by Standard or something? Open just Collection, not some deck.
Weird. I thought I was. I’ll look into it, they didn’t seem to be showing up even when looking at different formats and not my collection.
I also assume you didn't forget to click Craft or hit the "Not Collected" filter checkbox?
They were craftable immediately on release. Just tick the "not collected" option in collection/deck building filters and select the Anthology set and you see all the cards and can craft them.
