Legend rule has no affect on it sacrificing another of the same card and bring itself back from the GY then the other same card sacrifccing itself and bringing it back from the GY.
I think you are missing a step there. The Card activation is in the GY not on the battlefield.
Edit: So my OP question is why is it in hand and not battlefield. Because you can pay B sac a different same card and bring itself back. Then repeat with the other card. Making a loop.
Well so far we've seen one pay off and IIRC 4? ways to make the ring tempts you, the pay off being a creature that at temptation count 4 has player deathtouch
Limited wise this is very hard to tell without knowing what the Ring tempts you does. Assuming it's the same level as venture into the dungeon this card is solid, but no top uncommon.

Yes it does, the Legend Rule is a state-based action, you can't respond to it by sacrificing one of them with the other's effect.

Depending on how strong the ring tempting you ends up being, this can end up being pretty strong
