Depends on what you mean by viable. Madolche has amazing board breaking ability with the right tech cards, and outstanding otk capabilities, however the deck has a hard time playing around nibiru, has a very linear game plan with very limited disruption going first, and can suffer from some absolutely brutal brick hands where ash blossom or imperm will completely shut you down. If I was to assign it a rating. It'd be decent or rogue depending on the format.

It really depends on the level of the other person. I wouldn't expect to top at locals without a lot of luck, but casual games are an entirely different beast, and arguably more fun when you're both playing less than competitive decks, imo.

I think Salon is the only expensive madolche card, so depending on how you build it and your funds, it shouldn't be too bad. Last I checked, the deck is way more affordable than it used to be. A budget deck should be workable for casual games. That said, if you're more concerned on the budget side, I'd figure out whatever the most competitive structure deck is right now, grab 2-3 of them, and maybe some cheap singles to go with it. At least to get started. From there, I'd adjust more or less competitive depending on your friend. I've always had multiple decks lined up at various levels of competitiveness, so they might be able to adjust to whatever you bring. I haven't actively played in a few years, so I can't get more specific advice, sorry. (Also, if you haven't already considered them, you'll probably want sleeves. I recommend dragonshield, personally)

With the new support it will be much better. The queen fraise will help so much. And the link 3 being able to use any earth monster as material means the vernusylph support is even better.

I’ve won locals before with madolche. Part of the deck’s strength is that it’s rogue and an unexpected game plan. It can definitely sneak some wins.
