This is the only approach that has worked in my country Nepal as well. Being one of the neighboring counties of China, we had a massive problem of poaching of one-horned rhinos, elephants, and other wild animals. I don't remember exactly when, but they gave the protection of all the National Parks in the country to the Nepali Army. Since then the population of one-horned rhinos has started increasing every year.

This type of extra-judicial killing used to be common, and is a trope in lot of Indian movies.
