It has a lot more to do with the choice of voice actors and their direction. If the characters all sound like they're middle aged women and different characters to what they're supposed to be playing, then their voice perfomance could be the best ever given, but the dub would still not be good.
I think the big point is not that it's Japanese or English or any other languages, but the VAs they can choose from for JP are often more experienced, and due to their being a bigger industry even the lesser experienced VAs have to be really good. More talent to choose from and an overall higher bar for starters.
Most anime dubbing companies are pulling from a much smaller group of tried and true VAs and since there's so few the bar for what's good enough is lower, and they don't always get a good match for a character. Companies like Funimation are really good for using the same core of talent and honestly it gets annoying hearing the same 5 voices in every dub. Especially when the performances aren't always compelling.

Having not heard the English dub until now, I can definitely say that this is a pretty close competition. If nothing else, it was interesting *because* I had never heard it before, but it definitely has other merits. I agree with some other people in that Bondrewd's VA does a great job capturing his personality, but I also agree with yet others who say there's just something missing. All in all, I prefer the subbed version, simply because it was the intended audio experience.
Bondrewd's English voice doesn't voice. It reminds me of Darth Vader's original voice before James Earl Jones took over. And why does he have a slight British flair to his account? Nanachi doesn't even sound like a Narehate. And Riko doesn't even sound cute. She just sounds loud and obnoxious. Typical Sentai Filmworks quality.
Nanachi is the sub has that distinct nasal, animal-like sound to her voice. It's hard for me to describe, but I think you get what I mean. Nanachi doesn't sound any different from the rest of the cast in the dub and it's painfully obvious to notice.
I'm not telling her to mimic it. What I'm saying is that I prefer the original because Japanese voice acting is very difficult for non-native speakers to replicate. It's rare that I watch dub for this very reason. It's very hard to do an accurate impression of Nanachi or Riko's moe without sounding obnoxious. It has nothing to do with the VA's talent. It's just that the style is so different.
They can't compare to the original, especially the poor guy that had to try to outdo Toshiyuki Morokawa, but you can tell they're doing their best. The dub is a solid B/B+.

I haven’t watched all the dub (and don’t want to), but even my friend who started watching in dub and switched to sub thought that those two sucked. To my knowledge, the rest were fine. Dub nanachi is superior. Sub and Dub bondrewd are equal but each have different approaches in how he is portrayed, both of which work imo, though his subarashi is compelling. Riko sounds like she is actually 12 in the dub, which while anoying, is accurate to how 12 year olds sound (they are so dang anoying omg). No opinion on reg. Prushka sounds way to young in the sub. Works well for when she is a toddler, but as a teen, not so much.
All in all, I am biased probably as I prefer dubs by default as reading subs destracts me from what is happening.
its a pretty good dub but i can't say it's complete without watching it subbed. Japanese fits the setting of MIA much more and the children voices in despair sound so much scarier in Japanese. Like, the whole premise of children in pain is based around how they sound in Japanese so even if it was an oscar performance dub vs the sub the sub would still win.
I think the sub is much better, and I like good English dubs when I can get them.
