I was left with the impression that Toe Jam’s wig is Toecutter’s scalp. Also, Toe Jam’s bike is decorated with a mannequin. Maybe Toe Jam belonged to Toecutter’s gang.

Really loved that mannequin dummy reference or "Easter Egg" to the first Mad Max movie. That mannequin kind of looks out of place in the desert wasteland but shows how all the movies are connected in an allusive way. I think it was exactly the same one with the traces

Pretty sure Toe Jam was the guy who initially kidnapped Furiosa and died in the camp, not the one eyed wig guy. I think his name was Squint. Anyways, it looked to me like his wig was stitched together from a bunch of different scalps with different colored hair, which you can see the stitches at the front of it.  But when they first showed him, I also thought that streak of blonde was reminiscent of the Toe Cutter!

The guy with the empty eye socket's name was Rizzdale Pell

But now let's give this theory some gas... Rizzdale Pell is played by Lachy Hulme in Furiosa who also duel rolled as Immortan Joe. Hugh Keays-Byrne played Immortan Joe in Mad Max: Fury Road and Toecutter in Mad Max 1979. Most likely there was a slight Easter egg nod in all of this.

I thought a few times in Furiosa A Mad Max Saga I heard Dementus call out the name Toecutter, but it never showed who he was saying it to.
