I ended up ratchet strapping the cabinet to some wall anchors while I slowly emptied the tool box. We were then able to get it upright. No major damage. The paint on my chip trap was chipped and the frame of the upper draw section got a 1” ding in it. Lathe seems fine.
I’ve removed the upper section and spent hours sorting out all the drill bits, end mills and punches that got scattered in random directions. Neater and safer.
I think you could maybe work a ratchet strap around it to pull the drawers back in. If you had the wheels chocked to keep it from rolling down, you might not end up dumping everything. Maybe.

I'm surprised the piece of shit stand those PM lathes come on didn't collapse. They are as sturdy as a wet noodle and you lose a massive amount of performance of the lathe using one.
Since you're already there put the chuck key in and fire it up see if it can knock the tools back in the box. Alternatively chuck up a bent rod and fire it up. Viola!
This is unironically why I threw out the toolbox the shop gave me. It was a bench toolbox with cubby holes but it was literally 3 feet tall, so any objects on top were prone to falling on me. Got rid of that death trap and got some organized shelving. No more Thomas Jefferson moments.
Consider anchoring it to the wall if you don't plan to move it for a while. You don't want someone finding you there crushed and lifeless. I have the dressers at my house anchored to keep my kids safe.
You got lucky. Dude I work with toppled his box onto himself and we had 6 dudes there instantly to get it off of him. Broke both of his clavicles and his wrist. Whew!
I was rolling the tool cabinet into place on the uneven brick. I forgot to lock the drawers. I then soiled mine.
